Regional Differences in New Firm Formation

Evidence from West Germany

The paper presents results of an empirical investigation into regional differences in the formation of new firms in West Germany. Some of the findings are quite consistent with the results of similar analyses undertaken for other countries. There is a large positive correlation between the rate at which new firms are founded and the share of the regional labour force that is employed in small companies. Many founders seem to have had experience working in small firms and seem to have developed an above-average level of skill. A high unemployment rate does not promote a rise in the formation of new firms in West Germany. On the contrary, a regional environment conducive to start-ups is characterized by low unemployment, high earnings and a well-trained labour force. FRITSCH M. Get article présente les résultats d'une enquête empirique sur la variation régionale de la création de nouvelles entreprises en Allemagne de l'Ouest. Certains résultats sont d'accord avec les résultats des analyses similaires effectuées pour d'autres pays. Il s'avère une corrélation très positive entre le taux de naissance des nouvelles entreprises et la part de l'emploi régional qu'assurent les petites entreprises. Beaucoup de créateurs ont travaillé dans de petites entreprises et ont acquis des habiletés qui dépassent la moyenne. En Allemagne de l'Ouest un taux de chômage élevé n'incite pas à une hausse du taux de création de nouvelles entreprises. Au contraire un milieu régional propice à la création d'entreprises se caractrise par un chômage peu élevé, des revenus élevés, et une main-d'oeuvre qualifiée. FRITSCH M. Der Aufsatz analysiert regionale Unterschiede der Gründungsaktivitäten in Westdeutschland. Viele der Ergebnisse korrespondieren mit den Befunden für andere Länder. Es ist ein stark ausgeprägter positiver Zusammenhang zwischen der Gründungsrate und dem regionalen Beschäftigtenanteil in Kleinbetrieben feststellbar. Viele der Gründer verfügen über cine überdurchschnittliche Qualifikation und scheinen vor dem Schritt in die Selbständigkeit in Kleinbetrieben tätig gewesen zu sein. Gründung als Ausweg aus (bereits eingetretener oder drohender) Arbeitslosigkeit hat in Westdeutschland offenbar keine wesentliche Rolle gespielt. Im Gegenteil: Hohe Gründungsraten gehen einher mit niedriger Arbeitslosenquote, hohem Lohnniveau und gut qualifiziertem Arbeitskräftepotential. Alles in allem ist ein prosperierendes kleinbetriebliches Umfeld offenbar besonders stimulierend für Neugründungen
