[eng] Why are economic forecasts disappointing ? Economic forecasting has been a deceiving activity, in recent years. Putting aside the traditional explanation of an inadequacy of economic theory or of an inadequate incorporation of economic theory in econometric models, this article examins two alternative interpretations : an increasing difficulty of forecasting ; a bad production and distribution system for forecasting. On the first interpretation, the facts are ambiguous. The variability of fluctuations has slightly increased in the 80s, but unevenly ; the interdependence of major economies is both a factor of simplification and complexity for modelling purposes. As to the second interpretation, it suggests that we should " model the modeller " and analyze the forecasting industry with the tools of industrial economies. Some propositions concerning the French forecasting Industry are suggested.
