Three provocative theses are meant to introduce a reflection on the formation of the French institutional System. (1) The Fifth Republic is not what ils founders meant it to be. The majoritarian presidential monism which characterises it goes counter to all the variants of the supposed dualism of 1958. (2) The Fifth Republic has become what it was. Systems need time, but the ten innovations which led to majoritarian presidential monism were already there in 1958. (3) The Fifth Republic could and should have been different. Without the determination of a few men and constant ratification by the voters, presidentialization, the majoritarian principle and practices and constitutionalization would not have developed, even though these three logics conform the most to the System established 25 years ago
