Elite participation in a political system in crisis: Turkey, by Ali Kazancigil The political system in Turkey is going through a crisis caused by direct military intervention in political life. On the basis of political modernisation theories, military intervention is seen as the reaction of the bureaucratic elites which traditionally dominate the political system to growing political participation and to the rise of "civilian" elites. This reaction stems largely from their prescriptive-political system of values, and also from the threat that these changes represent for their status, prompting them to "block" the system, bring about an institutional "retrogression" and confine participation by the vast majority of people to the functioning of the political system. On this latter point, they are supported by the "civilian" elites, i.e. the industrial bourgeoisie above all. With regard to the struggle between the two elite groups, the civilian elites are growing increasingly powerful as the country becomes more industrialized. In the final analysis, what is at stake in this crisis is Turkey's transformation from a feudal-bureaucratic to an industrialized society dominated by the industrial bourgeoisie.
