After years of relative stability, socialist societies are undergoing rapid change (and disintegration). Within the Soviet Union and its allies, events move with breath-taking speed, and the unthinkable only a year ago is today the commonplace. In China, too, the last ten years have witnessed rapid changes. Not only has the pace and extent of change become quite unpredictable to the casual observer and expert alike, but it is mixed with such dramatic events as the tearing down of the Berlin Wall and the crushing of the fledgling student movement in Beijing. The age of global telecommunications has taken us on a bewildering and emotional rollercoaster as we have watched the dramas unfold. Nevertheless, there are a number of theories which have been advanced to interpret the current events. Inevitably, the changes in the Soviet Union, China and Eastern Europe are being heralded by those unsympathetic to the socialist project tout court as signaling the death of socialism. Indeed, some analysts have gone so far as to suggest that the reforms in the Communist countries mean that history has ended with capitalist democracy being the terminus.2 It goes far beyond our brief to argue that the socialist project is alive (although it is something that we believe) or to provide a
