Despite admonitions by the Presidential Commission on Population Growth and the American Future that this country should adopt an explicit population policy, there has been little progress in adopting national demographic goals. Like many developed countries, the United States has far too long avoided the responsibility of developing a program which will remove all barriers to the utilization of effective fertility-control services. This article traces the development of policy in the area of family planning and abortion and explores some of the obstacles which have impeded the growth of a cohesive policy and program
