This paper develops a definition, or general model, of the concept "social policy," and proposes a general framework for systematic analysis of specific social policies. The regula- tion of intrasocietal human relations and the shaping of the quality of life are viewed as the domain of social policy. The development of resources, the allocation of statuses, and the distribution of rights are viewed as key mechanisms through which social policies operate. The main tasks of policy analysis are to explore the dynamics of the problem ad- dressed by a specific policy, the comprehensive effects of that policy, and its implications for social structure and society's entire system of social policy. Additional tasks are the development of alternative policies toward a given policy objective and of alternative policy objectives for a given policy issue or problem
