The changes that have brought into question the effectiveness of present social welfare delivery systems are reviewed and related to the resultant skepticism manifested in the re— fusal to believe that expanding existing programs will necessarily improve them. The thrust for universal social services is viewed against the facts of selective usage and the search for new delivery devices to achieve desired social service objectives. Voucher payments, an over— all designation covering many variations, are discussed as potentially useful mechanisms, given the stated objectives of expanding choice, avoiding stigma, and achieving increased quality of service
