Public and voluntary sector social planning has favored "abstract-rational" planning processes for allocating scarce resources to needy populations, despite a growing body of evidence that the adoption of new priorities is an innately political process. This paper examines priority planning in the voluntary sector and explicates a pluralistic model of planning as a viable alternative for United Way organizations. The central features of the model should be applicable as well to other social planning endeavors
