This article describes the results of an empirical study of the relationship of eligibility criteria and noneligibility factors to the use of public assistance. Some commonly held beliefs about welfare recipients are questioned. For example, there was no evidence to support the belief that welfare recipients migrate from poor to richer states in order to obtain higher welfare payments or that poverty and dependence on welfare are passed from one generation to the next
