In a case study of Leyden University, determinants of participation in policy-making and progressive/conservative stance with respect to issues concerning student and staff-power, are investigated. Both 'localism' and 'cosmopolitanism' proved to promote better participation in policy-making and in contrast to findings in the US a progressive rather than a conservative position. In general the results point to the significance of the macro-social context as conditioning relationships studied at a meso-level. Finally, the results can be interpreted in terms of a typology of various combinations of localism and cosmopolitanism
