A system for providing planning programs and related services particularly for low-income countries is presented. Direct incentives are monetary payments to eligible married women umder age 40 with 1 or more children for as long as they avoid births. Included is free or subsidized planning and child Health services for a limited time period. Indirect incentives are payments to medical personnel of a portion of their charge for planning services. Further suggestions are planning programs that include family planning bonds that serve as old age security and free schooling for children in 1- or 2 child families. The system was designed for countries like Pakistan and India which have relatively low per capita incomes and ambitious fertility reduction goals
