In the international field, there is a need for the legal adviser and his staff virtually everywhere. His resources will not allow him to do everything that he would like to do; but both he and his assistants would, it would seem, profit from the opportunity of being in the mainstream of international activity and thereby be in a position, sua sponte, and as a part of the very process of interstate activity, to perceive where the lawyer might help and to provide that help in the innumerable situations where it might be of value. While it is true that in the final analysis it is the quality of the individual lawyer which will do most to determine whether his advice is sought and respected, it is not his lawyerly qualities in isolation from others which will count but that blend of competence and experience which makes for excellence. To suggest that this might best come from direct involvement in the sphere of international activity does not i ply that this can only be accomplished in a system where the legal adviser is fully integrated into the foreign service. It is certainly possible for a legal adviser who is not in the foreign affairs department, or who is only partially integrated, to gain the same experience, if he is used by his government in the main fields of international activity. It might be, however, that the integrated system, when taken as a whole, would in the long run tend to provide more politically experienced legal officers, in so far as the system places a greater emphasis than do the others on the links between the lawyer and the rest of the foreign service and its activities
