Urban problems presumably include any urban situations that one believes could be improved. (If one does not think improvement is possible, there is no problem of choosing new courses of action and nothing to do but accept the situa-tion.) And, as I see it, `urban economics' embraces the application of economic analysis to the development of information that seems relevant to these urban problems. When I try to define the subject more narrowly, however, I run into difficulties and emerge with compara-tively vague and elastic notions.
