U NTIL RECENTLY outer space was primarily the private domain of imaginative science fiction writers.' Now, however, it is the subject matter of a vast body of scholarly literature, much of which is scientific, but an increasing proportion of which treats the legal and political problems of outer space. While political scientists generally seem to regard outer space as an acceptable if a somewhat esoteric subject matter for legal scholars, very few seem to have considered it to be a challenging new subject matter for themselves. In fact, however, outer space promises to be a very special kind of political arena, and a new frontier well worth a share of the resources now being expended in political research
