NE OF THE MOST perceptive students of societal change, Alexis de Tocqueville, in a chapter entitled Why Great Revolutions Will Become More Rare, saw the danger of democracy not in anarchy, as did most of his contemporaries, but in growing conformity and quietude: I fear.., .that the mind will swing backward and forward forever, without begetting fresh ideas; that man will waste his strength in bootless and solitary trifling; and, though in continual motion, that humanity will cease to advance. In the intervening 134 years democracy has spread from the one country where de Tocqueville observed it to other parts of the world and we are able to check on his prediction of fewer and fewer revolutions
