WHEN in 1629–30 Rubens gave James I his conventional apotheosis on the Banqueting House ceiling, he also, more originally, depicted his reign's major achievements. Two stood out: the general benefits of James's rule, peace and plenty; and, given pride of place, the Union of England and Scotland
