not able to function in our advanced technological society.Medical treatment is of no further value to them, so we toss them into our fragmented and over-burdened welfare non- system. How do we finance services for the socially disabled pa- tient? The problem is obviously outside the reach of a health insurance plan. There is an increasing realization that we must provide sufficient monies on a federal-state matching basis to support networks of community-based programs which tap both social agencies and the vast number of skilled non-medical personnel who can work successfully with these patients if the money is available. All this will not be easy. The stigma of mental illness, so long-with us, still persists in society, in the media, and else- where. The antipathy of the average American to the welfare patient is benign compared to his attitude toward the unfor- tunate patient who does not meet his rigid standards of cop- ing successfully in society.Amidst all the sound and fury in the New York City press recently, and over the past couple of years, about the "dumping" of mental patients, at least one psychiatrist-Dr.Jerome Goldsmith-noted the paralyzing effect of the rejection phenomenon in this comment: "Communities, too, must be helped to achieve a balance in the deinstitutionalization process."Dr. Goldsmith told a recent conference on aftercare: "As a responsible social segment, communities must take their share of deinstitutionalized patients and play their part in the rehabilitation effort.A community that does less than this is no community at all but a simple collection of strangers."5
