In a television speech broadcast May 27, 1990 Gorbachev sent a message to the Soviet people which essentially claimed: “Only the market can save us.” He argued “The market is necessary for radically reforming our economy, for paving the way for enterprises, for the economic independence of worker collectives and of every worker and citizen.... The introduction of the market has to create conditions that reward those who work well and productively: the market must help resolve the problems we have been debating for ten years, i.e., how to encourage creative labor which is productive and efficient, and punish indolent workers with lower wages.”
