Communism has collapsed in Europe and the Soviet Union. The specter of nuclear war between the Soviet Union and the West is also gone. Democracy and markets are trying to spread East. The West won the Cold War without firing a shot in Europe. War By Other Means is a history of one historically decisive, yet still most unappreciated, historical turning point which was one of many necessary preconditions for the subsequent turn of events. At the time, I believed the rhythm of world politics had been reversed for the better. Subsequent events have only deepened mat conviction. So while I am grateful to Susanne Peters for the attention she devoted to the book, I regret that she did not take the opportunity to reflect critically on the political judgments and misjudgments of those who opposed the NATO deployments of 1983
