Support for Italy's Northern League has declined since the movement's 1995 return to a more radical, secessionist stance. But it has not collapsed. Within the movement, moderate reformist members have stepped back and hardline separatists in Lombardy and Veneto have become more vociferous since the League's recent “declaration of independence” for the region of Northern Italy they have named “Padania.” The result has been only a slight decline in the League's share of the vote in the May 11, 1997 local elections. The movement is still the most popular political force in the subalpine areas of Lombardy and Veneto. It is unclear, however, how many League voters support secession as a long term project rather than as a strategic threat to ensure that their demands for reform are met
