At the close of the 20th century the “state” as a central political institution is clearly in trouble. Whether it is seen, from the viewpoint of Marxist theory, as a tool of class domination, or with Carl Schmitt, as the highest achievement of European rationalism, its fate seems sealed. Not only has the globalization of economic relations crippled the state's ability to effectively steer national economic life, its growth into a welfare state has embroiled it in a myriad of microtasks it cannot possibly carry out effectively. Worse yet, as a rationalizing agency it can only deal with the formal dimension of social life — a dimension parasitic on the more fundamental lebensweltliche domain which, however, it gradually erodes through its escalating interventions
