In 1927 Carl Schmitt published The Concept of the Political, wherein he set out to explain political life. According to Schmitt, political activity, whether pursued within a system of nation states, Greek poleis, or imperial administrations, is about the organization of people as friends and enemies. More precisely, it is about the organization of those who become allies when confronting shared enemies. According to Schmitt, political groups are essentially life-and-death associations. What distinguishes political relations from other kinds is the intensity of the bonding involved, in the face of the adversary. Unlike economic or aesthetic enterprises, political constructs create peril for the individual, who stands or falls with his group
