If today, at a distance of almost twenty years, we look back at the period after Stalin's death and compare it to what Eastern Europe has experienced since the fall of Khrushchev, we would have to begin by stating that these were different phases of a fundamentally identical process. The difference between the two consists less in individuals, the personnel who rule this area in the name of the bureaucracy and the military-police apparatus, than in the whole conception of post-Stalinist “socialism.” Stalin's dictatorship kept the country obedient by terror, justified by a pseudo-revolutionary phraseology. Terror provided the labor force for the industrialization of the country, it guaranteed a total mobilization in war-time, and it laid the foundations for an extremely rapid reconstruction after the war
