T ARTS of China-watching are based on much less solid information than has been available to Sovietologists for many years.' To be sure, even that is far from ample; it is worth remembering that virtually no one in the Soviet field anticipated the sudden fall of Khrushchev in October 1964, more than 11 years after the death of Stalin led to some increased interchange with the West. Adequate statistics on the Chinese economy, or even the population of China, are sadly lacking. Biographical information on high-ranking persons, starting at the very top with Chairman Hua Kuo-feng, is often scanty or nonexistent. We know little about the routine conduct of government, and even less about the processes of domestic or foreign policymaking. Sweeping generalizations about the Chinese standard of living, for example, can be nothing but speculation. A recent visitor to China remarked to me at the end of his trip: Well, at least they have eliminated starvation. I repeated this remark to a seasoned China-watcher in Hong Kong, whose rejoinder was simply: How does he know that?2 The author is not a Pekingologist, but rather an academic specialist on modern Russian history who has also studied the history, culture, and language of China intermittently for almost two decades
