The Asia-Pacific region is shaping itself as a region of organizations, a region of subregions, and a region of communities. The relative de-emphasis of the state and its needs in favor of the group should not be overstated. The success of different cooperative arrangements is not only promoting additional and wider forms of cooperation between regional states, but also that regional norms privileging state sovereignty and nonintervention are changing toward norms related to group rather than state needs. The processes described have no necessary outcome. If regional policymakers want deeper cooperation, as they say they do, they will not only have to do much more than they are, but they will also have to engage the emotions of their citizens
