On the basis of 47 item of juvenile codes, four dimensions of legal climate are identified to group the 50 states and D.C. and to study the intpact of legal climate on policy output in term of differential adjudication and disposition patterns of juvenile delinquents. Despite extensive controls, no relationship is found between legal climate and patterns of adjudication and disposition. The study questions the effectiveness of juvenile legislation to bring about more desirable policy results and suggests that juvenile codes tend to summarize rather than guide actual practice in juvenile justice
