The transformation of the South African armed forces required the unprecedented integration of formerly adversary armies. The White Paper, completed in May 1996, established the framework for the new Department of Defense (incorporating civilian control of the military) and identified the security of the people (rather than “state security") as the key defense issue. Based on the White Paper, a defense review undertook a detailed analysis of defense posture; roles, missions, and tasks; force design and force structure; human resources; weapons industry; and other issues. Consolidation of civilian control remains an elusive goal that is unlikely to be accomplished in the short term. Finding the balance between the imperatives of transformation and the development of an effective defense force appropriate to the needs of the changing international environment has been an unexpectedly complex process for the new government. For South Africa to assume its long‐coveted role in the maintenance of peace and security in Africa, it is not enough that the past be repudiated, but it is imperative that the institutional legacy of the past be revolutionized
