The future of the Caspian‐Caucasian region depends greatly on the development of its oil and gas resources. This development can proceed only under conditions of extensive international cooperation, involving all littoral states as well as outside powers and business interests. All the littoral states have a vested interest in assuring that transportation of Caspian oil will provide them with special economic and political rights and advantages. This article examines the motivations and interests of the littoral states and proposals for international cooperation
