Less is more ? The Commission’s proposals on access to European Union document — Transparency is widely regarded as a key toll of democratic governance. The future of citizens’right of access to EU documents is currently being debated following the Commission’s proposal to reform current rules. This article describes the main features of the current system and assesses whether the proposed changes are appropriate, in light of major trends observed at international level regarding the modernisation of legislation on information and the debates on the proper limits of transparency
