Although the Tartu Peace Treaty, which has had considerable impact on Estonian foreign policy at different periods, has been variously analyzed by historians, the linguistic or semantic aspect of the text has not attracted attention. In this article, I focus on a single sentence that was recorded in the final version of the Peace Treaty as a separate fifth article. Both Estonian and Russian delegations at the peace conference in Tartu in 1919–1920 were aware of the essential nature of the declaration of permanent neutrality in Article 5
