The purpose of this article is to analyze from a critical exploration the design and implementation of a public policy in the field of education, specifically the Benito Juárez García Universities for Wellbeing (UBBJG). In order to illustrate how it contributes to the development of the national higher education system in terms of coverage and expansion of the educational offer for the Mexican youth and society benefit. For this purpose, a documentary research was carried out, which includes the review of bibliographic, audiovisual and electronic resources, particularly, the press conferences of the federal welfare programs were examined, where society was informed about the progress of the UBBJG program, in order to contrast with what is stated in the regulatory documents and government reports on the first years of operation and their respective results.
