The character of the system for recruiting and employing foreign labour if of intrinsic interest as an example of a strictly controlled international movement of a selected group of migrants. The labourerspresence in South Africa is by law impermanent and there is no prospect of these movements contributing to international migration in the strict sense of them resulting in permanent settlement. Furthermore the migration of foreign labourers into South Africa provides interesting comparisons and contrasts with movements of labour in other parts of Africa in respect of operational control and associated political social/economic factors influencing movements.
