This article considers the issue of nationalizing development programs and the programmatic changes which often occur as a result. “Outsider” perspectives, especially on sensitive issues such as unmarried pregnancy and the abandonment of women and children, often do not match indigenous ones and thus precipitate changes in programmes after they are nationalized. Placing the changes in the cultural context can often provide an understanding of the factors which precipitated the change. This study of change at the Centre for Training and Rehabilitation of Destitute Women in Dhaka, Bangladesh provides a framework for considering cultural factors as important determinants of change in nationalized development programs.
