The application of our expertise sometimes forces us to confront issues of conscience. This was the case when I was asked to advise on whether Canadian bilateral aid should be extended to the Tibet Autonomous Region. Because the receiving partner was the People's Republic of China, there was a fundamental question of how the aid might affect the Tibetan people. This paper outlines important aspects of the process which enabled me to provide the advice requested and the leadership in designing the first bilateral aid project to be undertaken by Canada in Tibet
