The largest share of school enrollment in the English-speaking Caribbean countries is at the primary level, but a disproportionate share of public expenditure goes to higher education. Public expenditure on higher education is regressive, and upper-income groups should bear a greater share of the cost of higher education. The evidence shows that performance of the educational system, as measured bypass rates at the 11+ and Caribbean Examination Council examinations, is rather low. The level of education is correlated with the level of earnings, unemployment and poverty. Finally, the evidence shows that free education does not mean free education for all classes and that state expenditures on higher education subsidize upper-income groups. The state needs to emphasize and provide quality primary education, and improve the all-age schools that are attended predominantly by the poor
