The Minorities Law 1993 allows for the creation of representative political institutions for Hungary's national and ethnic minorities. The law is innovative and provides a framework for greater participation of minorities in political life and a stimulus to the political development of the minorities themselves. The results of the first elections held in December 1994 show that the Roma have made great strides in recent years towards developing a political culture through which they are attempting to protect their interests. However, the current state of the law leaves the new institutions both financially and legally weak and criticism has also been made as to its potentially negative effect on the independent self‐organization of the minorities, and the Roma in particular
