Towards a Democratic Developmental State

The author assesses different views on the relationship between democracy and development in the context of the new democracies of the developing world and concludes that effective developmental performance is crucial for consolidating the new regimes. We should therefore direct our attention to investigating the concrete ways in which democratic institutions can be ‘crafted’ to create an effective democratic developmental state. This involves action in three arenas of institutional reform: the state system itself, political society (notably party systems) and civil society. To the extent that the dual goals of democratization and development cannot be achieved in tandem, these societies face the future danger of a mutually reinforcing downward spiral of economic and political decline. RESUME Vers un état développemental démocratique L'auteur examine divers points de vue concernant les rappports entre la démocratie et le développement. Son contexte: les démocraties nouvelles dans un monde en voie de développement. Il conclut que l'efficacité de la performance développementale est une condition essentielle dans la consolidation des régimes nouveaux. Il nous incombe donc de focaliser notre attention dans la direction d'une enquête sur les moyens concrets qui permettraient de donner naissance à des institutions démocratiques qui seraient en mesure, à leur tour, de créer un état développemental démocratique. Ceci pourrait exiger une action dans trois domaines de la réforme des institutions: au sein de la structure de l'état même, dans la société politique (et notamment, les partis et leur organisation), ainsi que dans la société civile. Dans la mesure où le double objectif de la démocratie et du développement ne peuvent être atteints dans un même temps, ces sociétés feraient face au futur danger d'une spirale à la fois régressive et alliée de déclin économique et politique. RESUMEN Hacia un estado desarrollista democrático El autor evalúa diferentes opiniones sobre la relación entre democració y desarrollo en el contexto de las nuevas democracias del mundo en vías de desarrollo, y llega a la conclusión de que el desempeño efectivo del desarrollo es crucial para la consolidación de los nuevos regímenes. Por lo tanto, se debe dirigir la atención hacia la investigación de formas concretas en las cuales las instituciones democráticas puedan ser ‘trabajadas’ para crear un estado desarrollista democrático. Esto implica acción en tres áreas de reforma institucional: el sistema estatal, la sociedad política, (especialmente el sistema partidista), y la sociedad civil. En la medida en que los objetivos de democratización y desarrollo no pueden alcanzarse en tándem, estas sociedades enfrentan el futuro peligro de una espiral descendente y mutuamente ‘reforzante’ de declinación política y económica
