Lothar Höbelt, Professor of Modern History at the University of Vienna, is a scholar who seems to relish controversy. Whether it involves his role as a commentator on contemporary Austrian politics or his approach to the history of the Habsburg Monarchy, he frequently takes a contrarian view that attracts attention and elicits discussion. In the preface to this brief survey of politics during the reign of Emperor Franz Joseph (1848–1916), he alerts the reader to this aspect of his style by asserting that it is sometimes necessary to be provocative if one is going to be concise. Höbelt has written at greater length elsewhere on aspects of this subject, and the present volume draws upon his earlier work. He declares his purpose is not to ask how the problem of the Habsburg Monarchy's multinational character could have been solved, but rather to describe how the Monarchy under Franz Joseph actually functioned.
