Money exchange in Delos and the question of the kollybos The decree of the Confederation of the Islanders in honor of the banker Timon of Syracuse (IG XII 5, 817) mentions a financial operation, which is here proved to be a case of monetary exchange. Timon had exchanged a large amount of money for the Islanders without exacting a kollybos. On the basis of various parallels (inscriptions from Olbia, Delphi, Pergamon, and Mylasa), it is also demonstrated : 1) that at Delos money exchange was free and was not subject to a monopoly controlled by the city, and 2) that the kollybos was not a tax (even if it could become a tax when a state established a monopoly on money exchange) or an exchange commission in a restricted sense, but rather an agio, based on the rate of exchange between currencies
