In March 1986 the JEC of the US Congress released a CIA/DIA study which reduced the estimated Soviet growth for 1984 and 1985 to 1.5% and 1.6%, i.e. a per capita growth rate of about one half of one per cent per year. This reduces the differences between the author and the CIA and supports the argument of the paper. References in the paper to CIA data are to CIA estimates prior to these revisions
