ON 8-10 SEPTEMBER 1989 the founding congress of the Popular Movement of the Ukraine for Perestroika ('rukh' is the Ukrainian for 'movement') was held. I conducted a sociological survey among delegates to the congress and have compared the results with data about attitudes towards Rukh from a general population survey conducted in September 1989, by the Central Ukrainian branch of the All-Union Centre for Public Opinion Research, headed by N. N. Churilov
