Treml of Duke University. This account 'from inside' (the authors are recent emigrants from the USSR to the United States) aroused unusual interest amongst readers of the Occasional Papers. Soviet Studies is glad to give the paper a wider circulation. A comment by Professor Treml follows the article. Other comments are invited for publication. The following is taken from the authors' Preface in the Occasional Papers edition: 'Professor Treml helped us greatly by suggesting just what might be interesting. We have tried to create a hybrid (hopefully, not an unnatural one)—a little history, a touch of methodology, a drop of theory, a bit on practical utilization. We would especially like to thank Dimitri Gallik for his advice, his comments, and his skillful translation.' —Editor, Soviet Studies
