The scope for system remodelling

THE launching of the present debate on economic reform coincided with the emergence of the controversy about the validity of the orthodox model of the Soviet-type economy.' A general model of the Soviet-type economy can be constructed in two different ways. First, various Soviettype economies can be surveyed and then the characteristics whjc.h are found to be common to all of them can be used to formulate a general model. Alternatively, one can proceed by assuming certain characteristics to be basic and then through logical analysis deduce the remaining necessary characteristics. These two different ways are to a large extent complementary, though to challenge the orthodox model successfully only one of these two ways can be used. David Granick argues that both the Romanian and the East German economies do not conform in important respects to the orthodox model. In Romanian industry plans are not taut and, furthermore, managers are evaluated on the basis of subjective criteria rather than according to their plan fulfilment.2 In East Germany managerial bonuses are found to depend mainly on fulfilment of specific detailed tasks which vary from year to year rather than on aggregate indices such as output or profit.3 Doubts about the validity of the orthodox model are due in the final analysis to our incomplete knowledge of the causal relationships in Soviet-type economies. This knowledge has certainly increased considerably over time. For instance, Dr. Zielinski points out that during the reform discussion in Poland in the late 1950s it was not realized how important dismantling of direct planning at enterprise level is, in addition to changes of enterprises' success indicators, for effective decentralization.4 Granick is also no more convinced of the validity of the orthodox view of radical economic reform. Though acknowledging that the 1968 reform in Hungary dismantled a Soviet-type system he sees little prospect that this reform will considerably increase the effectiveness of the economy as long as the full employment constraint is present.5
