The government of India on April 16 1976 issued a major policy statement entitled National Population Policy which recognizes that the population problem needs to be given top national priority and commitment if poverty is to be eliminated and the future of the country is to be secured. The government has decided upon the following fundamental measures as a means to achieve the planned target of reduction of the birthrate from an estimated 35/1000 in the beginning of the 5th plan 1974 to 25/1000 at the end of the 6th plan 1984: 1) raising the minimum age of marriage to 18 for girls and to 21 for boys 2) freezing the representation in the lower house of parliament and the State legislature on the basis of the 1971 census until the year 2001 3) allotting 8% of Central assistance to State plans for family planning activities 4) taking special measures to raise the levels of female education 5) increasing effort to intensify the introduction of population education into the schools 6) preparing a directive which focuses on the involvement of all ministries in the responsibility of working toward the adoption if a small family norm 7) increasing monetary compensation for sterilization 8) considering the introduction of group incentives so as to make family planning a mass movement with greater community involvement 9) expanding the existing plan for assisting voluntary organizations 10) giving special attention to research efforts in reproductive biology and contraception 11) allowing State legislatures to pass legislation for cumpulsory sterilization if they determine that it is necessary and that the time is appropriate 12) permitting individual States to determine incentive measures for employees and other citizens as they deem necessary and 13) developing a new multimedia motivational strategy. This package of measures will succeed in its objective only if it receives the full and active cooperation of its people at large
