Homelessness is a crucial social problem in the Third World. But it has also become a pressing concern in post-industrial societies like Britain, Canada, and the United States. Homelessness is a complex problem, more than simply a question of adequate shelter, requiring critical rethinking of housing, health, welfare, employment, and education policies. This paper summarizes an examination of programs for homeless individuals and families in the United States, Canada, and Britain. Its primary objective is to describe and compare the strategies and the types of programs that have been developed in the three countries. It suggests that a comprehensive array of projects and services, including permanent housing, is required to address the complex and pervasive problems associated with homelessness
