The article describes the public library system in the Philippines and the National Library's role in promoting public library development. Specific examples of public libraries are given and the problems faced by public libraries generally are analysed in relation to book provision, staffing and legislation. A possible theory advocated by Filipino librarians, such as the establishment of an independent public library bureau, may offer a solution to some of the problems encountered by public librarians
