It is as hard to define a 'teacher' as it is a 'planner'. It is impossible to generalise beyond a certain point about either. As a teacher with many professional preoccupations which are obviously common to many teachers, I am not a professional planner in the sense of being a planning specialist or of having been trained in planning, but have recently been pursuing a course in which an interest is taken in educational planning and have been fortunate enough to have been granted a three weeks' visiting Fellowship to the International Institute for Educational Planning, UNESCO. Without laying claim to academic competence I propose to cut all Gordian knots and use the experience and reading of the visiting Fellowship in combination with nine years of teaching and professional interests to explore certain aspects of educational planning
