The authors analyze roll call votes in the United Nations General Assembly on a yearly basis from 1946 to 1971 in an attempt to discover how many blocs are discernible in the structure of U.N. voting, to what extent these blocs are cohesive and endure through time, if there are truly independent nations, and if the observer can trace the switching of a nation from one bloc to another and relate such switches to political events outside of the United Nations. Eight blocs with various degrees of cohesiveness were defined by the analysis, along with a number of nations which do not seem to maintain stable bloc membership. Further research will focus on the issues attended to by the U.N. and the relation of the blocs to clusters of issues
