The authors describe the strategic balance in the Middle East and, through an analysis of statements of Israeli leaders, then describe the elite views of the balance concluding with an analysis of Israeli public opinion derived from Israeli survey data. They conclude that: (1) Military and geographical considerations are of greater importance than political arrangements; (2) the credibility of American guarantees is decreasing thus reducing Israeli policy flexibility; (3) U.N. and European guarantees are no less credible; and (4) the best one can hope for, under present circumstances is strategic stabilization, with a significant peace settlement being unlikely
